What is the term for someone to be made a serf?

I think "tenured" or "indentured", or perhaps "bound" would be correct. If a person is forced to be a serf, then they are indentured or tenured to a particular land owner or a particular piece of land, and not free to leave or do other things, without the permission of the owner of the land. They are not slaves, but at least a slave is guaranteed food enough to eat, while serfs often went hungry more often than slaves did, because most of their crops went to the land owner.
